What Does an ADU Cost in Northern Virginia? Rules, Types and Prices

Accessory dwelling units — in-law suites, basement apartments, converted garages — are one of the fastest-growing requests we get in Northern Virginia. Families want space for aging parents, returning graduates, au pairs, or rental income. Here's what an ADU really involves in 2027: the types, the rules, and the numbers.

The three ways to add an ADU

1. Basement ADU — the most cost-effective

If you have an unfinished (or dated) basement, converting it into a legal accessory unit is the least expensive path, because the structure exists. A full basement ADU — bedroom with egress, full bathroom, kitchenette, separate entrance where required — typically lands in the $115,000–$175,000+ range depending on size and what the slab and egress work demand. See our basement finishing cost guide for the underlying math.

2. Interior conversion / attached addition

A main-level suite with its own entrance, or a new addition built as a self-contained unit. Addition-based ADUs price like additions — generally $175,000+ — because you're building new structure with a bathroom and kitchen inside it.

3. Detached ADU

A backyard cottage or garage conversion. The most independent option and usually the most expensive per square foot: new foundation, new utility runs across the yard, full building envelope.

What the rules look like

ADU rules are county-by-county and they've been loosening, but the recurring requirements are consistent across Northern Virginia:

  • Permits and inspections — an ADU is permitted work, always.
  • Egress — a legal bedroom below grade needs an egress window or door.
  • Owner occupancy — several jurisdictions require the owner to live in the main home.
  • Parking and size caps — counties commonly cap ADU square footage and may require a parking space.

Because these details shift and differ between Fairfax, Loudoun, Arlington and Prince William, the right first step is a design consultation that starts with your county's current rules — not a floor plan.

Is an ADU worth the money?

  • As housing for family: compare $115K–$175K once against years of assisted-living or rental costs nearby — this is why in-law suites are our most common ADU request.
  • As rental income: legal basement apartments in commuter-friendly Northern Virginia locations rent quickly; the unit can pay itself down over a workable horizon.
  • As resale value: a permitted, self-contained suite is a differentiator in a market full of similar colonials.

Frequently asked questions

Can I rent out my basement ADU in Fairfax County?

Fairfax and several neighboring jurisdictions allow accessory living units with the proper permits and conditions (occupancy, parking, size). Confirm the current ordinance for your address before designing — we do this as step one.

Does an ADU need its own kitchen?

What defines a "dwelling unit" versus a finished basement is typically the independent kitchen. A kitchenette is often the line between a permit-friendly suite and a full ADU process — a design decision worth making deliberately.

How long does an ADU project take?

Basement ADUs typically run 2–4 months of construction after permits; addition-based units run longer, like any addition.
